Abstract The border area of Guangxi, Guizhou, and Hunan provinces of China, is the traditional inhabited regions of Dong minority. The ancestors of Dong minority have created splendid traditional culture in their long history. The local governments in this region now regard the development of heritage tourism as an important part of economic construction. But because of homologous culture, similar geographical, there are some problems which restrict the further development. In this paper, the authors propose to build the Dong culture heritage tourism circle in the border area of Guangxi, Guizhou, and Hunan provinces based on the thinking of regional tourism. The Dong culture heritage tourism circle is a regional tourism cooperation system, which takes Sanshengpo as the core, takes east-west State Road 321, Xiamen-Chengdu Expressway, Guiyang-Guangzhou high-speed railway as horizontal axis, takes north-south State Road 209, Baotou-Maoming Expressway,Sanjiang-Beihai Expressway, Zhicheng-Liuzhou Railway as its vertical axis, and takes the horizontal and vertical relationship of tourism flows as basic support. That forms the basic framework of the regional network structure. The core is Sanshengpo Dong cultural and ecological tourism zone. The first circle includes five counties, Longsheng, Sanjiang, Congjiang, Liping and Tongdao. The second circle includes Rongshui, Rongjiang, Jianhe, Jinping, Jingzhou, Suining, Chengbu, Ziyuan, Lingchuan, Lingui, and Rongan. The third circle includes other Dong minority counties. Four axes are radiation axes which include east to Guilin and Guangdong, west to Sichuan and Guizhou, north to Hunan, south to the Yonghai and association of Southeast Asian nations. The compose of this tourism circle is an important measure for counties in this area to realize the aim of new rural construction and solve three rural issues. And it is the fundamental step for them to exploit Dong culture tourism production to accede excellent Dong nationality culture heritage.
